Background

The national 14th Five-Year Plan has put forward the strategy of adhering to innovation-driven development, strengthening the country through science, and bolstering basic research of original and pioneering technologies. The Plan also indicated clear support for Hong Kong's development into an international innovation and technology (I&T) hub, achieving better integration into the overall development of the country as a major platform of cooperation in the Greater Bay Area.

Amid fierce international competition, Hong Kong's higher education and scientific research communities must possess the ability to make breakthroughs out of the blue. The HKSAR government has launched several measures, including reserving a site at Pokfulam for The University of Hong Kong (HKU) to construct facilities for deep technology research in the 2021 Policy Address, to strengthen Hong Kong’s advantage in upstream research.



The government also formulated the Hong Kong Innovation and Technology Development Blueprint in 2022. It aims to realise Hong Kong's vision as an international I&T centre by enhancing I&T ecosystem, enlarging I&T talent pool, promoting digital economy development, and deepening cooperation with the Mainland.

In the 2023-24 Budget, the government has also earmarked resources to strengthen basic research in frontier technology areas, attracting leading I&T talents, research teams and enterprises from the Mainland and overseas to Hong Kong, thereby promoting cross-sectoral research cooperation.

The Global Innovation Centre (GIC) is dedicated to supporting the development of innovative technology, injecting new impetus for economic growth, thereby enhancing Hong Kong's competitiveness and driving long-term economic development.
